In fact, the biggest challenge in introducing document management
and workflow systems is not so much the technology but convincing
the organisation of its benefits.
The major obstacle is ensuring that sufficient budget is
made available to implement the solution effectively (4.1).
This is followed by the difficulty of developing a corporate
document classification scheme and information policies (3.7),
and persuading users of the advantages of the new approach
(3.4).
