In response, the employees further dug their heels in. Doing
what they knew they could do in such situations, they found
ways of non-co-operation; circumventing the processes even
more and reverting to old ways of doing things.
The employees became despondent. Management believed the
staff were taciturn and so planned to deploy other means to
bring them into line. The circle of mistrust and micro-managing
continued. Change management failed again and another massive
stitch was dropped.
