One of the most noticeable signs of this cultural divide is apparent when you examine business process management systems tools and the BPMN method/standard. These tools/methods are designed to support the implementation of systems (which they do), but if you compare their features to a framework such as Zachman’s Framework, you find that business layers 1/2 have been left out.

As someone who sees lots of process change programmes, I often see a disconnect between the business and IT when formal modelling starts at level 3.
