Look around any IT department and you will see a software infrastructure comprising a smattering of legacy applications, internal developments, applications acquired through mergers, and any number of third-party packages.

Offshore development is also becoming more popular as it offers the promise of significant cost reductions and access to a limitless pool of talent. The applications developed by the different channels in this complex picture are usually tested by the same channels. This approach throws up a conflict of interest between delivering on time and quality – rather like an aircraft manufacturer issuing its own certificate of airworthiness.
