Agile methods accept this reality and encourage the users
and developers to collaborate in order to elaborate the requirements
as the software is built, providing feedback to the users
through usable software that in turn feeds the requirements
process.
In fixed-scope projects this process should be carefully
managed. Depending on the project, you might allow the requirements
to be refined to a certain extent within the defined scope,
but you shouldn’t allow the scope to change without appropriate
change control.
