It is well accepted that as IT budgets have wilted in recent years, so the outsourcing market has blossomed, with its irresistible appeal of fixed IT costs and guaranteed service levels.

But now buyers are being urged to move beyond this ‘first-stage’ appreciation of outsourcing: what about asking the supplier to improve service levels rather than just guarantee them? How about asking them to modernise the IT systems rather than simply run them efficiently?
