No-one is suggesting that the IT function owns the data in the operational systems it supports: the data belongs to the business and the business is more likely to be aware of its relevance.
However, IT should understand its application and should therefore be a part of the process of qualifying its definition and usability within any relevant data warehouse business requirement.
